Three things a reversal can mean

A reversed card can be the upright meaning blocked, the upright meaning turned inward, or the upright meaning in excess. The Emperor reversed might be authority you cannot access, authority you keep inside, or authority gone rigid. Let the surrounding cards tell you which.
